No jargon, no copy-paste: our own honest brief on every update, with a link to the original source if you want to dig deeper.
Tax authority warns about fraud using fake IRS notices
The tax authority has issued a warning about scams built around messages claiming unissued recibos verdes or discrepancies in your IRS return. The pattern relies on the fear of a tax problem to push people into acting quickly.
Why it matters: Anything that arrives about your tax file should be checked inside the Portal das Finanças, never through a link in the message. Newcomers are a natural target here: unfamiliar system, unfamiliar language, and a plausible-sounding problem.
Read our brief →New work-visa rules: the employer now takes the first step
From 31 July, Portugal changed how work visas are requested for hiring abroad — the coverage focuses on hiring in Brazil. The contracting company must now initiate the process; only afterwards does the worker present themselves.
Why it matters: If you were counting on arriving first and finding an employer later, that sequence no longer works for this route. The offer has to exist, and the company has to move first.
Read our brief →Segurança Social adds online proof of direct-debit payment, plus service tutorials
Proof of payment by direct debit is now available in the Segurança Social portal and app. The institution has also published tutorials explaining how to use its online services.
Why it matters: Small, but it removes one of those errands that otherwise costs a morning at a counter — and the tutorials are genuinely useful if the portal is your first encounter with Portuguese officialdom.
Read our brief →Buying land to build for rent gets no capital-gains relief
In a binding ruling, the tax authority says the exemption created to push property onto the rental market covers only the purchase of an already-built home. Buying a plot and constructing a house to let does not qualify.
Why it matters: If your plan was to sell one property and put the money into building a rental, the tax bill is not the one you budgeted for. The relief applies to finished homes only.
Read our brief →Tax office narrows the capital-gains exemption on selling your home
In binding rulings, the tax authority has tightened who qualifies for the IRS capital-gains exemption when selling a main home. Working from that home in the 12 months before the sale — even partly — can disqualify it, in a case involving a retired lawyer still working from home. Separately, buying …
Why it matters: Two very ordinary situations — a home office and building to rent — now cost the exemption. If you plan to sell, the tax treatment depends on how the property was used in the final year, not only on what it is called.
Read our brief →Mortgage lending is growing at its fastest pace in 23 years — and a quarter of it is state-backed
Portuguese banks recorded the strongest half-year for housing credit since 2003, with double-digit growth and the country outpacing the euro area for nearly two years. A significant share leans on the state guarantee scheme: it accounted for 41% of one major bank's housing production, and about a qu…
Why it matters: Cheap money and a state guarantee are pushing more buyers into the market at once — which is exactly the environment where prices hold firm and viewings get crowded. Worth knowing before you assume a slow market will negotiate with you.
Read our brief →Minimum wage agreed at €970 for 2027 — and already disputed
Portugal's agreed minimum wage for 2027 is €970, a €50 rise. The CGTP union says it never subscribed to that figure and is demanding €1,050 immediately, while the employers' confederation CIP argues productivity targets have not been met and the conditions for a larger rise do not exist. The Labour …
Why it matters: The minimum wage is the reference used for the D7 income requirement — if it rises, so does the income you have to show in your file.
Read our brief →No guarantee of another income-tax cut in 2027 — but IRS Jovem stays
The Secretary of State for Tax Affairs, Cláudia Reis Duarte, would not commit to a further cut in IRS rates in 2027, with the State Budget proposal two months away. She did confirm that IRS Jovem, the reduced-tax regime for younger taxpayers, continues next year.
Why it matters: If your move depends on expected tax relief, budget on today's rates — the 2027 cut is not confirmed. Younger earners keep IRS Jovem.
Read our brief →Cases against AIMA to be spread across Portugal's courts
Legal cases brought against AIMA are being decentralised across courts around the country instead of being concentrated in one place. The argument made for the change is that it should shorten the wait for a ruling and relieve pressure on an overloaded court. This comes from Portuguese press comment…
Why it matters: If you are considering legal action over an AIMA delay, where your case is heard — and how long it takes — may change.
Read our brief →Family says AIMA refused service despite a court ruling in their favour
A Brazilian family who moved to Portugal in 2025 for a master's degree reports being turned away at AIMA even though they held a court decision in their favour. The account, carried in the Portuguese press, points to a gap between winning a case and having that decision applied at the counter.
Why it matters: A ruling in your favour does not always translate into immediate action at AIMA — keep your paperwork and be ready to follow up.
Read our brief →Golden Visa investors challenge Portugal's new nationality rules
Over 1,200 foreign investors holding Golden Visas have filed a collective complaint with Portugal's Ombudsman, signalling potential legal challenges to recent changes in nationality law. The group plans to meet with the new Ombudsman to press their concerns.
Why it matters: If you're a Golden Visa holder or considering one, changes to nationality eligibility could affect your residency and citizenship path.
Read our brief →Portugal's minimum wage debate: union pushes for 1,050 euros in 2027
Labor unions are calling for the minimum wage to rise to 1,050 euros and all salaries to increase by at least 15%, citing that half of workers currently earn below 1,000 euros gross. The current agreement sets the minimum at 970 euros for 2027.
Why it matters: Understanding wage trends helps expats assess cost of living, hiring costs, and local employment conditions in Portugal.
Read our brief →Property Valuations Hit Record High in Portugal
Bank assessments of residential property values have reached an all-time peak, reflecting a 16.6% year-on-year increase. The month-on-month rise stood at 0.9%, signalling continued upward momentum in the housing market.
Why it matters: Rising property valuations affect mortgage calculations, refinancing terms, and purchase costs for newcomers entering the Portuguese property market.
Read our brief →Property valuations rise 16.6% year-on-year in Portugal
Median bank property valuations reached €2,228 per square metre in June, up 16.6% compared to the same month last year. The slight monthly increase reflects continued strength in the housing market, though the number of valuations processed dipped slightly.
Why it matters: Property value trends directly affect mortgage affordability, investment returns, and long-term housing costs for relocating families and investors.
Read our brief →Belonging in Portugal: Beyond visas and paperwork
A perspective on immigrant integration that goes beyond official documents and work permits. True belonging is a gradual emotional process that statistics cannot capture, reflecting the lived experience of those building lives in Portugal.
Why it matters: Understanding Portugal's immigrant community means recognizing that integration extends far beyond legal status and formal residence.
Read our brief →Portugal's Employers Reject Higher Minimum Wage Rise for 2027
Business leaders oppose raising the minimum wage beyond the €50 increase already agreed in tripartite talks, citing productivity concerns. The proposed 2027 minimum would remain around €970 under their position.
Why it matters: Wage floors affect expat salaries, job market competitiveness, and cost of living expectations when relocating to Portugal.
Read our brief →Portugal's housing policy may be driving prices up, not down
A housing market analyst argues that government interventions have reinforced Portugal's real estate sector as an investment vehicle with strong appreciation potential, potentially worsening affordability rather than improving it.
Why it matters: Critical perspective on how state support shapes housing costs and investment incentives affecting renters and buyers.

A street art initiative in Coimbra draws attention to rising rents, landlord demands, and barriers to affordable housing. The project is part of a national week focused on housing access challenges.
