My landlord won't sign my proof of address (declaração / atestado de morada) — how do I prove where I live?
A landlord's signed address declaration is a common blocker in Portugal — it holds up your NIF, bank account, residency, SNS health number, school enrolment and more. The good news: that signature is not the only way to prove your address, and for some steps (like AIMA residency) it is not even the accepted document. Here is what actually works in 2026.
Your fiscal address: set your morada fiscal at Finanças, then download a certidão de domicílio fiscal (tax-address certificate) — widely accepted, issued online.
⚠️ AIMA is different: since 29 Nov 2025, AIMA does not accept a junta de freguesia atestado as accommodation proof for residence permits — see below.
What counts as proof of address (and where)
- Registered rental contract + last rent receipt (recibo). Accepted almost everywhere, including AIMA if you are named on it.
- Certidão de domicílio fiscal from the Portal das Finanças (issued within the last 30 days for AIMA).
- Utility bills or bank letters in your name at the address (water, electricity — good for NIF and banks).
- Atestado de residência from your junta de freguesia — useful for many municipal and general purposes (but see the AIMA note).
- If you own the home: the caderneta predial / certidão do registo predial.
If the landlord won't sign a declaration
You usually do not need it. Try these, in order:
- Register the lease yourself at Finanças. The tenant can communicate the contract (Modelo 2) online; once done, Finanças gives an official printout showing the contract is Ativo. That printout is your proof.
- Update your morada fiscal at Finanças to the flat, then pull a certidão de domicílio fiscal — no landlord involved.
- Junta de freguesia atestado: if you cannot document the address, the parish can certify it with two witnesses who are registered voters in that freguesia, are not your family, and do not live in the same dwelling. They sign the request with their Citizen Card.
Important — AIMA (residence permits) has stricter rules
By AIMA's communication of 29 November 2025, accommodation proof for granting or renewing a residence permit always needs a sworn declaration of address (compromisso de honra) plus one of:
- A rental contract naming you + the previous month's rent receipt; or
- A property certificate (caderneta / certidão predial) if you own or have usufruct; or
- A comodato (free-loan) contract + the property certificate.
If you are not named on the contract, AIMA requires a detailed sworn declaration (with criminal-liability clause) and a certidão de domicílio fiscal issued within the last 30 days, stating the property's registration number, the residence title, and the owner's full name and NIF. Junta de freguesia atestados are explicitly not accepted by AIMA.
Practical tips
- Register the lease early — it protects you and doubles as address proof.
- Keep dated copies of everything (contract, receipts, certidões).
- Local immigrant-support offices (and CLAIM/GAIM desks) can help you assemble the file.
