What is the caderneta predial urbana — and why does it matter when buying?
The caderneta predial urbana is a property's tax ID card, issued by Finanças (the tax authority). It lists the fiscal reference (artigo matricial), the registered owner, the location, the areas, the permitted use, and the VPT (valor patrimonial tributário — the taxable value).
It must match reality: area, use (housing vs commerce) and description — mismatches cause delays or extra tax.
You'll need a recent copy for the deed, a mortgage, and to set up utilities.
Where it comes from: the owner downloads it free from the Portal das Finanças (Serviços → Consultar Caderneta Predial), or requests it at a Finanças desk. Ask the seller for an up-to-date one during due diligence — your lawyer cross-checks it against the certidão do registo predial (Land Registry) to confirm who really owns the property and what charges sit on it.
Two things people miss: the VPT can be much lower than the market price (it's a fiscal value, revalued periodically), and if works were done the caderneta must reflect them — an unlicensed extension shown "off the books" is a red flag. Because the VPT feeds your buying tax, it's worth running your numbers in our buying-cost calculator before you commit.
