Artigo 89.º (self-employed and entrepreneur permit)

The article of Lei 23/2007 that grants a residence permit for self-employed work or for immigrant entrepreneurs. It requires a company set up in Portugal, or activity registered with the tax authority and Segurança Social, or a contract for services; professional qualifications and professional-body membership where the activity demands them; and means of subsistence — on top of the general conditions of article 77.

As with article 88, the route without a visa via manifestação de interesse (n.º 2) was revoked on 3 June 2024. Paragraph 4 — an entrepreneurial project, including an innovative start-up, hosted by a certified incubator, with the visa requirement waived — was revoked at the same time and restored by Lei 61/2025 of 22 October 2025. Since Lei 62/2026 took effect on 11 September 2026, changing employer — or switching the type of activity — only requires a notice to AIMA, without a new residence permit.
