NHR ends for its first generation — what happens to your taxes
A survey reported this week that roughly 73% of NHR holders have no plan for the day their status expires. If your ten years started around 2015–2020, that day is closer than it feels — and the difference on your tax bill is not small.
The cliff, in plain numbers
NHR was a ten-year deal: a 20% flat rate on eligible Portuguese-source income and famously gentle treatment of foreign income and pensions. When the decade runs out, you don't "renew" — you simply become a standard Portuguese tax resident. That means progressive IRS brackets that climb to 48%, plus the solidarity surcharge on high incomes. Foreign pensions that sat at a 10% flat rate move to the progressive table like any other income.
IFICI is not "NHR 2.0" for you
The successor regime, IFICI, keeps a 20% flat rate for ten years — but it was built for a different person: new arrivals with a degree and a role in qualifying activities, applying by 15 January after becoming tax resident. Two hard truths for NHR graduates: pensions are excluded entirely, and the regime targets people starting Portuguese residence, not those finishing a previous incentive. The 12-month plan
- Pin your expiry date. NHR runs ten consecutive years from the year you became tax resident. Many people are off by a year — check your Portal das Finanças registration, not your memory.
- Model next year's IRS now. A one-hour session with a contabilista, using your real numbers, turns panic into arithmetic. Joint vs. separate filing, deductions, and municipal variations all move the result.
- Re-time what you control. Dividends, capital-gains realisations, pension drawdowns — the same income can land before or after the cliff. Timing is legal planning; do it with advice, on paper, in advance.
- Test IFICI honestly. If you genuinely work in a qualifying activity with the credentials to match, the window exists — but the 15 January deadline is unforgiving.
- Don't panic-relocate. Chasing a new tax residence has its own costs: 183-day rules, ties tests, and the life you actually built here. Run the numbers before the removal van.
The bigger picture
Losing NHR is a bill increase, not a catastrophe — Portugal after NHR is the same country you chose, with the standard tax system most of your neighbours always had. The people who get hurt are the ones surprised in March by a return they could have shaped the previous year. A year of runway is enough; the survey says most people aren't using it.
