The new affordable-rent scheme is in force — but nobody can sign up yet
The Regime Simplificado do Arrendamento Acessível (RSAA) came into force on 1 September, replacing the earlier rent-support programme with less paperwork. What is missing is the regulation that actually makes it work: the portaria setting maximum rents per property type has not been published, and the IHRU platform where landlords and tenants would register is not live. The ministry says the missing text is on its way.
