NISS: why you cannot get one "just in case"
The NIF gets all the attention. Then someone accepts a job or issues a first invoice, discovers they need a NISS as well, and loses a week finding out where to ask for it.
Two things about that week are avoidable.
It is not in Segurança Social Direta
This is where most people go first, and it is a dead end: Segurança Social Direta is the account area — you sign in with a NISS you already have. If you do not have one yet, there is nothing there for you.
The request lives on the Segurança Social portal as a separate public form, named in full:
"Pedido de NISS – Cidadão Estrangeiro ou Cidadão Nacional sem obrigatoriedade de ter cartão de cidadão"
On seg-social.pt, under Sou Cidadão → attribution of NISS. The request is free.
You need work to prove
Here is the part almost nobody mentions, and it changes your planning: the form asks for proof of your work situation — an employment contract, evidence of self-employment, a company registration, or similar.
So a NISS is not a document you collect on arrival alongside the NIF, "to have it ready". It attaches to actual work. If you are still job-hunting, there is nothing to submit yet.
What you attach, by status:
EU / EEA / Swiss: national ID card or passport, or your residency card.
Non-EU: passport, work visa, and residence permit (temporary or permanent) — or your home-country ID.
International protection: the provisional residence permit (ARP) or the corresponding refugee or subsidiary-protection documents.
Everyone, additionally: proof of work situation, and proof that your stay is regularised.
NIF first? Not necessarily
The usual advice is a strict queue: NIF, then bank, then NISS. In practice foreign residents can request the NIF and NISS in one go — the government's own guide points to doing both together. If you already know you are coming to work, that saves a step.
What happens after you submit
You will receive a registered letter at the address you put on the form, telling you where to collect your NISS document. Collection is in person: you bring valid ID, or you send someone with a written authorisation plus their own ID.
Two practical consequences. First, the address on the form has to be one where post actually reaches you — this is the step that fails for people staying in short-term rentals. Second, budget for a trip to a Segurança Social desk or Loja de Cidadão at the end.
Processing time is not officially published. Plan for weeks, not days, and do not schedule your first invoice around an optimistic guess.
Can your employer do it for you?
Yes. An employer can request the NISS as your legal representative — but only after signing the employment contract and registering the employment relationship with Segurança Social. If you are being hired by a Portuguese company, ask HR before you start the process yourself; duplicating it wastes everyone's time.
Freelancers and the self-employed have no such shortcut — you file it yourself.
Do you need one at all?
If you live on pension or passive income and never work here, you may never need a NISS — it exists for employment, self-employment and social benefits. But the moment there is paid work or a benefit claim, it stops being optional: without it you cannot legally be put on payroll or issue a recibo verde.
Bottom line: NISS is free, requested on a public form outside Segurança Social Direta, and tied to actual work — not a document you stockpile on arrival. Get the address on that form right, because a registered letter is how it ends.
